As the dictators-in-chief, Fidel and Raúl Castro are ultimately responsible for all the oppression and repression in Cuba.
But the dirty work is done by animals like Ernesto Samper, a colonel in Cuban State Security — the secret police — whose responsibilities include targeting political dissidents, independent journalists and bloggers and most despicably, the Damas De Blanco, women whose only "crime" is their willingness and courage to demonstrate peacefully for the release of their unjustly imprisoned loved ones. (He apparently was the official who this month advised the Damas' leadership of new restrictions on their activities.)
Samper's specialty is reportedly playing the "good cop," talking with detainees as if he wants to help them.
In the Cuban secret police, however, there are no good cops, only scum like Ernesto Samper.
