The Castro dictatorship carried out at least 427 politically motivated arrests of Cuban dissidents, more than twice the number arrested in June 2011 -- a spike that a leading human rights activist said reveals the regime's increased use of "low-intensity" repression to target its opponents.
In most of the cases, those arrested were released after a few hours or a few days, just long enough to put them out of commission, if only temporarily, but not long to earn the attention of a mass international audience
The latest report was issued by the unofficial Cuban Commission on Human Rights and National Reconciliation. The group reported 212 arrests in June 2011, and 423 arrests in May.
